Martine Mtonga, Deputy Secretary to the Cabinet and National Coordinator, Electronic Government Division – SMART Zambia

Dr. Mtonga is the Deputy Secretary to the Cabinet and National Coordinator for the E-Government Division of the Republic Zambia in the Office of the President (SMART Zambia Institute). The SMART Zambia Institute has been mandated to Coordinate, Harmonise and Implement Information Communication Technologies (ICT’s) across the public service in Zambia.

He has experience in the computer science, business administration and management of Information and Communication Technologies (ICTs) field spanning over thirty years, both in private and public sector institutions.
He holds a string of qualifications and certifications in the ICT industry which includes a master’s degree in business administration and a Doctor of Philosophy Degree (PhD) In Management Using ICT systems.

Awards: Dr. Mtonga was recently awarded with lifetime membership by the Information Communication Technology Association of Zambia owing to the great contribution he has made to the field of ICTs in Zambia.

Principal Interests: He is passionate about driving the use of ICTs to strengthen public service systems.
